The Green Paper on land policy, which offers suggestions on how the state wants to settle land disputes, has already reached Cabinet.

The Green Paper will launch the debate on whether state land will only be under rental ownership, whether there should be a limit on the ownership of private land and whether foreign ownership of land has to be linked to productivity and partnerships with South Africans.

Themba Maseko, government spokesperson, said the document has not been considered by Cabinet. He indicated that the possibility exists that it is still being discussed in the Cabinet Committees.

Cabinet will approve or reject it after the discussion process and this decision will then be announced.

If the discussion document is approved, it will go through parliamentary processes during which agricultural organisations and other interest groups will be able to contribute at public hearings.

Gugile Nkwinti, Minister of Rural Development and Land Reform, signed the document off about two weeks ago after which it was sent to Cabinet. – Joylene van Wyk, Landbouweekblad
